- Sauté the Aromatics: In a large pan, heat a generous amount of olive oil. Sauté the chopped onion and minced garlic until translucent. 

- Add the Sardines: Add the sardine fillets to the pan, cooking until they begin to break apart. 

- Incorporate Other Ingredients: Add the chopped fennel bulb, soaked raisins, pine nuts, and saffron water to the pan. Stir well to combine.
